NEIGHBOURHOOD PLANNING ACT 2017: REQUIREMENT FOR COUNCIL SUPPORT CLARIFIED
Neighbourhood planning has been strengthened by the Neighbourhood Planning Act which received Royal Assent on 27 April. There are several technical planning provisions, but importantly for NPA, the council's "duty to support" has been reinforced. So far, Lambeth Council has failed to assist NPA either financially or with staff time, although when complete the neighbourhood plan will be part of the statutory development plan for the borough. The council has spent well over £140,000 and several months producing its own Masterplan for Norwood. However, local applications for planning permission will be determined in accordance with the Neighbourhood Plan, not the council's Masterplan. Under the new Act of Parliament the council must devise and publish its policies for supplying advice and assistance to local people for neighbourhood planning. NPA has called upon the council to consult with all existing and potential neighbourhood planning groups in Lambeth to specify the forms of support to be made available.
