The NPA is accountable to the two main community groups in Norwood; NAG and Norwood Forum, meeting together as a combined assembly.  The revised constitution is subject to ratification at an Assembly General Meeting on 14 November 2018.

Norwood now has its own citizen-led Qualifying Body, officially designated, with authority to draw-up a Neighbourhood Plan under the 2011 Localism Act.  This document summarises planned activities into the beginning of 2018.

This new version of the application has been issued to Lambeth Council after a process of review and feedback with the council.  Lambeth Council has confirmed that they will publish NPA’s combined application for neighbourhood forum and area designation next week. This will be the start of the 6 week consultation period.  The intention is that the application will be considered by Cabinet on 3 July 2017.


Publicity for the application will include:


  • Publication of the application on the council’s website and promotion through the consultation web-page

  • Two copies of the application, plus details of how to comment, placed in West Norwood library

  • A copy of the application available for comment at the council’s offices in Phoenix House, Vauxhall

  • A notice in The Weekender

  • An email to the entire planning policy consultation database.  This includes all other neighbourhood planning forums and aspiring forums; a wide range of other community groups; BIDs; developers and landowners who have asked to be kept informed; and statutory consultees.

  • An email notification to the Lambeth Forums Network (via the officers who manage it)


Under the Localism Act a local planning group has to obtain "designation" by the local planning authority, in our case Lambeth Council.  


Following many months of discussion, NPA agreed to boundaries with Tulse Hill Forum, Herne Hill Forum and the Crystal Palace and Upper Norwood Forum.  More information available here
